Will it move or delete files without asking?

No. Moves, renames and permission changes are proposals until a human approves them, and version cleanup archives rather than deletes. Every applied change is logged and reversible.

Can I limit which folders it can see?

Yes. During setup you choose the shared drives and folders in scope; everything else is never read. Common exclusions are HR and legal folders, which you can add back later if you change your mind.

How does retrieval work for people who did not file the document?
